That means an information architecture agreed with the departments who publish into it, hub sites and navigation, metadata and content types so documents can be filtered and found, approval and publishing workflows, and document sets for the records that need one. Where Microsoft 365 has no answer, we build a custom web part or a Power App instead of forcing a list to do something it cannot.
We migrate the existing intranet or file estate in batches, keeping links and permissions, and train the publishers before the old site is switched off. After launch we stay on for a period to tune search and fix what real use exposes.
